The moon rises behind an unrestored guard tower on the Jin Shan section of the Great Wall on the outskirts of Beijing, August 12, 2003. China's first regulation to protect the Great Wall came into effect on August 1, banning tourists from exploring undeveloped sections of it. The ancient wall, which was first built in the Qin dynasty (221-206 bc) and rebuilt in the Ming dynasty (1368-1644), has come under threat from the large number of tourists and hikers who visit it each year. Violators face fines of between 200 Yuan ($24) and 30,000 Yuan ($3,600).
