A migrant worker from northeast China works on a dress along a Beijing street June 22 as a sigh offers her sewing skills. Beijing plans to send 300,000 migrant workers home before the end of the year, and to eventually reduce their numbers from 2.8 million to 1.5 million. Beijing also plans to tighten controls over rented housing in which most migrants live. According to the new rule, landlords found illegally renting out homes to migrants will lose their rights to lease for three years.
