John Fulton, an experienced wind surfer, comes to shore after spilling in the icy waters of the Niagara River dressed as Santa Claus December 23. Fulton, of St. Catherines, launched from the Ontario shore in sub-freezing temperatures with Buffalo, New York at rear.
