RETIRED DETECTIVE INSPECTOR BILLAM LEAVES THE BICHARD INQUIRY IN LONDON.
Retired Humberside Detective Inspector Peter Billam leaves the Bichard Inquiry in London, March 1, 2004. Billam defended his decision not to charge Soham murderer Ian Huntley over three allegations of under age sex in the 1990s saying there had been insufficient evidence to charge him and that the alleged female victims had also refused to cooperate with police inquiries.
