A worker restores a part of Havana's original wall beside a Soviet-made SAU-100 tank used by former Cuban leader Fidel Castro during the U.S.-backed invasion attempt of the Bay of Pigs in 1961 September 21, 2011. Havana's wall was built around the old quarters of the city by the Spanish between 1674 and 1797 to defend the city from pirates and threats from foreign forces. Cuba's plan to move hundreds of thousands of workers off state payrolls will create new opportunities for Cubans, but also uncertainties as President Raul Castro tries to modernize Cuban communism by chipping away at decades of paternalism.
