Belgian Prime Minister Jean-Luc Dehaene presents the 1998 Belgian budget to parliament in Brussels October 7. Dehaene said Belgium, the EU's most indebted country, would cut the budget deficit to 2.3 percent of gross domestic product next year from 2.8 percent currently and pare its debt mountain back to 122.3 percent of GDP from 125.1 percent.
