Mexico's Attorney General Rafael Macedo de la Concha (R) shakes hands

the office of national drug control policy John Walters (C) looks on
after the announcing of the unsealing of two indictments charging a
total of 12 individuals who represent the top hierarchy of the
Arellano-Felix Organization, in San Diego July 8, 2003. Reputed to be
one of the most notorious multi-national drug trafficing organizations
ever, the AFO has controlled the flow of drugs between the boarder
cities of Tijuana and Mexicali into the United States. Five of the
individuals are currently in Mexican custody seven are still at large.
