Secretary General Kofi Annan (R) walks with Dutch Queen Beatrix through the halls of the Peace Palace after his speech at the centennial celebration of the Permanent Court of Arbitration in The Hague May 17. The permant Court of Arbitration is the oldest mechanism for the resolution of international disputes.
