East Timorese wait to board a ship in Dili harbour March 18 as they flee the troubled province. In January, Indonesia said it might grant East Timor independence if it rejected an offer of autonomy. Following that, tensions in the territory have intensified and detained rebel leader Xanana Gusmao has accused elements within the army of instigating violence.
