Stalls selling household items wait for customers at a flea market for
jobless who started their own business February 21, 2003. With
unemployment in Hong Kong hovering stubbornly near record highs, the
government has been struggling to find stop-gap measures to get people
working again. It reported on Friday that consumer prices fell for the
51st month in a row in January, reflecting persistent economic
weakness, and with many things seemingly getting cheaper almost by the
