President Jamil Mahuad of Ecuador gestures as he gives his state of the nation address to the congress January 15. Mahuad's proposal to adopt the U.S. dollar to help the Andean nation's crisis-ridden economy. This drastic measure has met with a mixed response, but has split his opposition. Mahuad's administration still must face the test of an indigenous people's protest programmed over the next several days and which has led to 30,000 police and soldiers being mobilized to guarantee law and order.
