Head United States negotiator at the U.N. global warming talks Stuart Eizenstat, U.S. Under-secretary of State, speaks to reporters after a marathon overnight meeting at the Kyoto International Conference Hall December 11. The meeting turned into a stand-off between the U.S. and other major industrial countries on one side and -China and a host of developing countries on the other on whether emissions trading should be allowed in cutting gas emissions. World leaders hailed an agreement to limit greenhouse gas emissions reached at the conference in Kyoto on Thursday, but many expressed concerns it did not go far enough. [Eizenstat said that Washington had done well in the talks and had helped to move forward stalled negotiations].
