Members of the European Parliament hold placards with the slogan "not in my name" as they attend a voting session on a report approving the E.U. constitutional treaty at the European Parliament in Strasbourg, January 12, 2005. The European Parliament overwhelmingly endorsed the European Union's first constitution on Wednesday but the treaty will only come into force if all 25 member states ratify it, several by referendums.
