Garcia, who has made waves by announcing he will end nine years of exile and run in April 8 elections, tells Reuters that what his country needs is an internationally-backed "Plan Peru" to combat poverty and create jobs. Garcia, who ruled from 1985-90, leaving Peru with 7.650 percent inflation and in the grip of leftist rebels, says he is innocent of charges he accepted more than $1 million in bribes.
