German Constitutional Court judges arrive for the pronouncement of judgement about child allowances included in Hartz IV national unemployment benefits, at a court in Karlsruhe February 9, 2010. German minimum jobless benefit payments Hartz IV are unconstitutional and must be reset by the end of 2010, the country's highest court ruled on Tuesday.
