Dr. Robert Fuller (L) watches as Dr. Marcia Trape (R) of the University
of Connecticut Health Center covers the smallpox vaccination site on
his arm with a large bandage after he was immunized January 24, 2003 at
the Health Center in Farmington, Connecticut. Dr. Fuller became one of
the first volunteer participants in the U.S. Government's plan to
vaccinate up to 500,000 health care workers against a smallpox outbreak
that might result from a terror attack. The vaccination sites are
covered with several layers of bandage because of concerns that the
