A man carrying four tins of infant formula is detained by customs officers at Lo Wu Control Point in Hong Kong January 3, 2014. Since March last year, a "two-tin limit" has been imposed by the Hong Kong government which bans outbound travellers from carrying away more than two tins of infant formula.
