India's Home Minister Shivraj Patil smiles (C) during a news conference in New Delhi September 19, 2005 as Home Secretary V.K. Duggal (L) and Minister of State for Home Affairs Prakash Jaiswal (R) look on. India plans to tackle rising Maoist violence through better police coordination and reducing poverty in affected areas, Patil said on Monday. The policy was drawn up on Monday during a meeting of chief ministers and other top officials of Indian states affected by Maoist violence. It follows a recent spike in guerrilla attacks in eastern and southern India that left dozens of people dead. REUTERS/B Mathur VM/AT
