Indian Buddhist tourists from the strife-ridden Indian state of Kashmir
stand in front of Gateway of India in Bombay January 10, 2002. After
the decline in tourism in India due to the attacks in U.S. Septmber 11,
2001, the tourism wing of Associated Chambers of Commerce and Industry
of India has urged the government to make special efforts to develop
special pilgrim packages to attract religious tourists, especially the
"millions of Buddhists in southeast Asia". According to the the
Chambers, the Buddhist circuit in India alone can make up for the
