India's Chief Election Commissioner T. S. Krishnamurthy answers a question at a news conference in the eastern Indian city of Calcutta, capital of communist-ruled West Bengal state, April 30 2004. India's federal election is currently underway and Krishnamurthy has the task of managing the world's largest democratic exercise involving some 675 million voters and hundreds of thousands of polling personnel. He said that the country's powerful election commission was considering using helicopters to patrol areas near West Bengal's border with Bangladesh and Nepal during voting in the state on May 10 where communists are expected to win the majority of 42 parliament seats.
