THE FLAG OF THE UNITED NATIONS FLUTTERS AT THE TOP OF THE U.N
HEADQUARTERS IN BAGHDAD.
The flag of the United Nations flutters at the top of the U.N
headquarters in Baghdad, September 19, 2002. Iraq's offer on Monday to
re-admit arms inspectors, made under mounting international pressure
has divided Security Council and weakened U.S. President George W.
Bush's drive for strong new mandate for unfettered inspections backed
by threat of force. Bush voiced confidence on Wednesday that Saddam's
offer to re-admit the inspectors would be seen by the U.N. members a
ploy to forestall action against Iraq. REUTERS/Faleh Kheiber
