The principal idea of rounded forms and balconies looks like a happy solution, but the shape imposed limitations on the buildings because of the technology available at the time. Fibre-reinforced concrete might have provided an easier solution, especially for the hung projections of the balconies, not all the balconies are useable; some are just decorative. The 21-member UNESCO organisation made a unanimous declaration in [Paris], describing as a "White City" Tel Aviv-Jaffa's unique historical urban palatte and naming it a world heritage site. The UNESCO statement makes Tel Aviv-Jaffa city of world-class architectural and cultural importance.
