Japanese Prime Minister Yoshiro Mori leaves his official residence in Tokyo for the Imperial Palace to attend the attestation ceremony by the Emperor Akihito after reshuffling his cabinet December 5, 2000. Mori unveiled a new cabinet on Tuesday that avoided doing any more damage to his flagging popularity but left doubts about his willingness to tackle vital economic reforms.
