Japanese Economic Planning Agency (EPA) Minister Taichi Sakaiya explains an internet system for millennium events as he opens a new office at the EPA for government-sponsored millennium event planning in Tokyo December 28. In his final news conference for 1999 on Tuesday, Sakaiya said that concerns over Japan's economic outlook are declining and a fall in the jobless rate in November showed the economy is improving moderately.
