JAPAN-POLITICS:TOKYO,5OCT99 - Japan's Prime Minister Keizo Obuchi leaves the premier's official residence for the attestation ceremony at the Imperial Palace in Tokyo October 5 after a reshuffule of his cabinet ministers. Obuchi was poised today to form a new cabinet to cement his brand new three-way ruling coalition but will keep some old faces in key posts and likely stick to familiar economic policies.
