Former defence minister Fukushiro Nukaga talks during a news conference at the prime minister's official residence in Tokyo December 5, 2000 after being appointed as Minister for Fiscal and Economic Policy. Nukaga will fill the key post, a position that effectively replaces the economic planning minister.
