A man looks at a flooded house along the River Tana, at Webi Village, in Kenya's North eastern district town of Garissa, 390km (242 miles) from Nairobi, November 22,2006. The U.N. says some 1.8 million people have been affected by torrential rains that have pounded the Horn of Africa this month, forcing tens of thousands from their homes in parts of Kenya, Somalia, Ethiopia, Sudan and Eritrea.
