Minor shareholders in the company, one of the 12 Daewoo Group companies under a creditors-led debt restructuring programme, insist Lee, who headed the country's financial regulatory agency before becoming the finance minister, cheated people and as a result caused bigger loss for minor shareholders in Daewoo Heavy than creditor institutions have suffered.
