A missile launch by North Korea would be "very unhelpful" to moving forward its relationship with the United States, Clinton said. In a speech on Friday, Clinton offered North Korea a peace treaty, normal ties and aid if it eliminated its nuclear weapons programme, the topic of long-running multilateral talks.
