An anti-war activist holds a placard with an image of U.S. Secretary of State Hillary Clinton during a rally demanding a dialogue between the U.S. and North Korea in front of the U.S. embassy in Seoul February 17, 2009. A missile launch by North Korea would be "very unhelpful" to moving forward its relationship with the United States, Clinton said. In a speech on Friday, Clinton offered North Korea a peace treaty, normal ties and aid if it eliminated its nuclear weapons programme, the topic of long-running multilateral talks. The placard reads, "(Yes!) Conclusion of a peace agreement on the Korean Peninsula and normalization of the U.S.-North Korea diplomatic relations!" (R) and "(No!) Participation of MD and PSI programmes, South Korea-U.S. joint military exercise and a dispatch of troops to Afghanistan!" (L). REUTERS/Jo Yong-Hak (SOUTH KOREA)
