North and South Korean officials on Wednesday failed to reach an agreement on procedures for an unprecedented summit between South Korean President Kim Dae-Jung and North Korean leader Kim Jong-Il on June 12-14 in Pyongyang. The two sides agreed to meet again on May 8 to hammer out procedural issues, including communications, security, protocol, accommodation and transportation - areas sensitive for two countries still technically at war.
