South Korean President Roh Moo-hyun makes a welcoming speech during a
luncheon meeting with U.S. senators at the presidential palace in Seoul
April 17, 2003. Roh on Thursday said Seoul's exclusion from next week's
planned talks in Beijing on North Korea's suspected nuclear arms
ambitions was less important than a good outcome at the meeting.
