South Koreans, standing at the doors to a merchant bank which had its business activities suspended, read a notice on the bank's closure in Seoul December 2. Finance Ministry officials said Seoul would have to close or merge troubled financial institutions and lower economic growth. The Ministry suspended business activities of nine merchant banks on Tuesday, saying they were having "difficulty operating normally."
