Austrian National Bank governor Klaus Liebscher speaks at the closing ceremony of the World Bank/International Monetary Fund annual meeting in Hong Kong September 25. Liebscher, who will chair the next meeting to be held in Washington in 1998, said it will coincide with Austria's presidency of the European Union when they also face the challenges of completing the Economic and Monetary Union and of enlarging the European Union.
