new 19-year lows on Thursday morning as banks led a broad-based retreat on
nervousness over Japanese government policies to ease the deflationary
effects of a tougher stance on bad loans. The benchmark Nikkei average was
down 3.11 percent or 265.67 points at 8,273.67 by midsession after tumbling
