A graffiti is seen at the site where Sergio Adrian Hernandez was shot dead in 2010 under a railroad bridge connecting El Paso with Ciudad Juarez July 1, 2014. A federal court ruled on Monday that Sergio Adrian Hernandez, who was shot and killed by a U.S. Border Patrol agent in June 2010, was protected by the U.S. Constitution even if he was on Mexican soil and his family can proceed with a civil lawsuit claiming $25 million, local media reported.
