Cavallo has been held in a Mexico City jail ever since he was exposed as a an alleged torturer at Buenos Aires' notorious Naval Mechanical School during that country's military dictatorship. Cavallo had been running a controversial vehicle registration scheme in Mexico up until he was exposed and arrested on an extradition request from Spain's Judge Garzon. Mexico's Foreign Ministry has 20 days to give its ruling on the case.
