An young Argentine woman paints a banner with the word "extradition" outside a Mexico City court-house where a Mexican judge ruled that alleged Argentine torturer Ricardo Miguel Cavallo should be extradited to Spain to face charges of genocide and terrorism January 12, 2001. Cavallo has been held in a Mexico City jail ever since he was exposed as a an alleged torturer at Buenos Aires' notorious Naval Mechanical School during that country's military dictatorship. Cavallo had been running a controversial vehicle registration scheme in Mexico up until he was exposed and arrested on an extradition request from Spain's Judge Garzon. Mexico's Foreign Ministry has 20 days to give its ruling on the case.
