In what many analysts see as a key test for the Institutional Revolutionary Party (PRI) as it limbers up for a close race in 2000 - to retain the presidency it has held since 1929 - the Quintana Roo state electoral institute put the PRI in the lead with almost 13 percent of ballots counted.
