Mexican Institutional Revolutionary Party (PRI) supporters hold up banner that reads "Democracy exists, We citizens decide" as they celebrate after their candidate for govenor of the tourism state of Quintana Roo, Joaquin Ernesto Hendricks, won state elections on February 21. In what many analysts see as a key test for the Institutional Revolutionary Party (PRI) as it limbers up for a close race in 2000 - to retain the presidency it has held since 1929 - the Quintana Roo state electoral institute put the PRI in the lead with almost 13 percent of ballots counted.
