Israel said on Monday it hoped the Palestinian Authority would acquire a more moderate leadership should the ailing Yasser Arafat die, but if Arafat's health improved he would be allowed to return to Ramallah from France. "I believe that this moderate leadership does exist, but they are very much afraid of Arafat and while he is still with us there is no glimmer of hope that they will confront him," Shalom said.
