Israel and the Palestinians broke a peacemaking deadlock, agreeing to carry out a long delayed transfer of Israeli occupied West Bank land to Palestinian rule, both sides said. Under a deal reached by the negotiators at a Jerusalem hotel, Israel will give Palestinian control or partial control of another five percent of the West Bank within 48 hours and another 6.1 percent by January 20.
