Under a law passed in January, 1999, Barak must submit any deal on the Golan to a public referendum and a special parliamentary majority is also needed to give back the land. Syria's core demand is that Israel withdraw in full from the Golan heights to the borders in place on the eve of the 1967 war. Israel wants to see a core agreement - a framework for a later peace treaty - that includes security and water issues.
