The large central interior hall of a building under construction January 9 just over the Jerusalem municipal boundries in Abu Dis shows what appears to be a Palestinian parliament hall, including a speakers platform (R), and stepped circular rows wide enough to hold tables. A second storey appears to be a gallery for the public and above it all is a large geometric dome with small windows. The massive building has some Israeli newspapers speculating today that it is the new Palestinian parliament under construction and it could be ready by next September when Israel and the Palestinians are due to complete their "final status" talks settling such issues as borders, Jerusalem, Jewish settlements and the return of Palestinian refugees. Palestinian officials has continued to refer to the building as a "cultural center.
