Malcolm Crick (R), head of a delegation from the International Atomic Energy Agency (IAEA) and another delegate review papers in front of the JCO uranium processing plant in Tokaimura October 15 during an inspection tour. The nuclear plant exposed 49 people to radiation in the nation's worst nuclear disaster September 30. The three experts from IAEA are in Japan to question local government officials and officials from the JCO company, the operator of the plant during a five-day visit to Japan.
