Leaders from the 16 South Pacific nations held the summit over the past two days, agreeing to adopt what has been called a "Pacific Plan" leading to regional cooperation and a pooling of resources in an effort to combat bird flu and terrorism, adding that a counter-terrorism exercise is planned in Fiji in November.
