Internally displaced men, who fled a military offensive in the Swat valley region, ride atop vehicles while returning to Buner district, about 220 km (137 miles) by road northwest of Islamabad, June 29, 2009. Nearly 2 million people have fled fighting in northwest Pakistan, most since early May when the military began an offensive against Taliban insurgents, prompting the United Nations to launch an appeal for $543 million in aid to avert a long-term humanitarian crisis. About half of Buner's 700,000 population fled the fighting but have started trickling back as security improves. Roads into Buner from a camp in nearby Mardan were packed at the weekend as about 6,000 people returned, Reuters witnesses said. REUTERS/Akhtar Soomro (PAKISTAN POLITICS CONFLICT)
