William Archer, son of British novelist Jeffrey Archer, listens to his
address to the Howard League for Penal Reform's conference 'After
Crime' in Oxford, September 18, 2003. Former Conservative party deputy
chairman Archer, who was jailed in 2001 for perjury and perverting the
cause of justice, called on Thursday for illiterate prisoners to be
refused parole unless they pass a reading and writing test. The British
government announced on Thursday it will remove the remaining 92
hereditary peers from the House of Lords and bar anyone with a criminal
conviction from sitting there - a move which disqualifies Archer.
