BRITISH NOVELIST ARCHER ARRIVES IN OXFORD TO ADDRESS CONFERENCE ON
PENAL REFORM.
British novelist Jeffrey Archer arrives in Oxford to address the Howard
League for Penal Reform's conference 'After Crime', September 18, 2003.
Former Conservative party deputy chairman Archer, who was jailed in
2001 for perjury and perverting the cause of justice, will call on
Thursday for illiterate prisoners to be refused parole unless they pass
a reading and writing test. The British government announced on
Thursday it will remove the remaining 92 hereditary peers from the
House of Lords and bar anyone with a criminal conviction from sitting
there - a move which disqualifies Archer. REUTERS/Peter Macdiarmid
