FOR RELEASE WITH STORY PERU-COURTS.
Peru's judicial system is being overhauled, but courts like this one,
seen in this March 20, 2001 file photo, during a civilian retrial of
American Lori Berenson on terrorism charges, are still slow and viewed
with suspicion after a decade of manipulation under ex-President
Alberto Fujimori and his spy chief, Vladimiro Montesinos. According to
analysts, Peruvian courts were weakened by the iron-fisted Fujimori,
who fled to Japan last year in the throes of a scandal triggered by a
video showing his right-hand man Montesinos handing cash to an
opposition politician.
