A Filipino security guard at the United States embassy in Manila tries to block a garbage can thrown by a militant student during a protest outside the embassy May 21. The students were opposing a proposed agreement on the resumption of military exercises between the United States and the Philippines. The Visiting Forces Agreement (VFA) is currently being deliberated on by the Senate. Once ratified, the agreement will allow American troops to hold military exercises in the country.
