U.S. Secretary of State Colin Powell exchanges signed treaties with
Ugandan President Yoweri Kaguta Museveni (L) at the State Department in
Washington, June 12, 2003. Powell and Museveni signed Article 98,
giving U.S. citizens immunity from prosecution by the International
Criminal Court (ICC) as a July 1 deadline looms for nations to signs
such pacts or lose billions of dollars in U.S. military aid.
