The OPEC President Ali Rodriguez-Araque talks with foreign journalists during a press conference in Caracas, September 23, 2000. Rodriguez, who is also Venezuelan's Energy and Mines Minister said that the oil cartel was not seeking a confrontation with developed world by restricting supply as prices simmer at their highest level in a decade. OPEC heads of state will meet next week in Caracas.
